Jagarna Canada: Indigenous foster children are screwed


Now this post is going to be a little more on the personal side. I just got off the phone with someone I know from a small town, and I'll share this story among others.

As we know, the caker kingdom is full of inbred rednecks. The majority of the country lives along the southern border close to civilization, and the north of the country is an utter nightmare all around. Whether it's Nunavut, NWT, Yukon, or northern BC... it's a convenient place for killers, rapists, pedophiles and other disturbed characters to hide away unseen and uncaught in their deeds.

In this instance, I am speaking of British Columbia. In my post on Aboriginal women and Canada's horrific treatment of them, I mentioned a report which highlighted the fact that Aboriginal girls made up more than 60 percent of sexually abused children in foster care in BC.

In light of what I know, this staggering statistic makes sense.

Many First Nations in British Columbia have 'self-governing' rights; which include Aboriginal Family and Child Services agencies. These agencies are known as "delegated" agencies.

"The Ministry of Children and Family Development has a variety of initiatives underway to address the number of Aboriginal children in care.  
This includes the development of agreements between the province and First Nations communities to return historic responsibilities for child protection and family support to Aboriginal communities. These agreements are known as delegation agreements.  
Through delegation agreements, the Provincial Director of Child Welfare (the Director) gives authority to Aboriginal agencies, and their employees, to undertake administration of all or parts of the Child, Family and Community Service Act. The amount of responsibility undertaken by each agency is the result of negotiations between the ministry and the Aboriginal community served by the agency, and the level of delegation provided by the Director.  
To date, 148 of the approximately 198 First Nation bands in B.C. are represented by agencies that either have, or are actively planning toward, delegation agreements to manage their own child and family services. The ministry is working with Aboriginal communities to develop their capacity to carry out these responsibilities."

Unfortunately, Aboriginal communities in Canada are fractured. Some are responsible, competent and hardworking while others are the opposite. Since "Aboriginal" encompasses hundreds of groups, when one is referring to First Nations a broad stereotype can't properly apply.

However, there is no denying that with a couple centuries of slavery, reserves, residential schools, intentional murder by diseases, sexual abuse, rape and so forth - there is a lot of dysfunction in First Nations across the board. Sadly, incompetent people are often given jobs they aren't qualified for; cronyism reigns, corruption goes unpunished and leaders who have been accused of everything up to rape and murder rise in status without being investigated.


Now, I once lived in a remote community in northern BC. Imagine a place so small you would never have seen it on any maps before. In that community, a group of Aboriginal children were placed in foster care and used by their foster parents as literal child laborers in order to earn money. The children were also sexually abused.

One girl blew the whistle and was removed from care but unbelievably the remaining children were left in the foster home. Not only this, but they were able to foster more children from another First Nations agency! Years later, the original Aboriginal children were removed when they made official complaints of sexual abuse. Unbelievably the second group of Aboriginal foster children from the other agency were then allowed to continue living at the home!

These children went through hell, and the foster parents were sadistic hill billies, for instance one of their punishments included forcing the children to drown puppies!

Eventually the remainder of the foster children were removed from their care, but they never faced any punishment due to an incompetent local RCMP force and being supported by the rest of the community.

In that same community, another set of foster parents lived with non aboriginal children. In that family the foster father was raping and torturing his daughters.

In that same community, another family: although the three daughters were biological their father was also sexually abusing them.

In another family with daughters, a man beat his wife to death and nobody lifted a finger to help her. He eventually buried her body in the front yard, forcing his daughters to walk over her grave to school every day, living in terror of him.

All of this and MORE in a community of around 100 people! In this same place, I used to hear screaming and cries for help from a certain place in the woods. I searched but I never found the cause of the cries, nor did I find remains or evidence of anything untoward. Nonetheless I found it terrifying and unnerving.

Since this was nearby the Highway of Tears you'd think the RCMP would be interested, right? Think again ... this is the RCMP. After informing an officer, nothing was done! No searches of the area, no official statement, no questioning. Instead I was dismissed and told that I had "imagined it" because I was under stress at the time. Even if they thought I was a nutter, shouldn't they have at the very least noted it down in some file somewhere?

Welcome to the North ... welcome to the bulk of Canada: corruption, incompetence, rednecks, violence, lack of civilization. I wish I could say that things were better when I moved around the country, indeed they were not.

Canada's most violent places are all small towns and cities. If you live in one of the handful of major cities you are actually living in one of the safest, most-civilized places in the whole country.

With the majority of foster children in this country being Aboriginal, and with incompetent agencies caring for them (which are never held to account)  ... these children are truly screwed.

Once again, I pity the Aboriginals stuck in Canada. In fact, I pity anyone stuck in this HELL against their will. Please GET ME OUT OF HERE!

"It might be expected that large cities or census metropolitan areas (CMAs) would have higher rates of family violence against children and youth compared to non-CMAs, including smaller cities, towns and rural areas. However ... 
 ... children and youth living in non-CMAs had a higher risk of both family and non-family violence. In particular, the non-CMA rate of family violence against children and youth was more than double the rate recorded for CMAs (Table 3.8). A similar pattern was evident for non-family violence against children and youth.  
Among the CMAs, children and youth living in some of the smaller CMAs were at higher risk of family violence than those living in the most populous CMAs ...  
... while rates in the largest CMAs of Toronto, Montreal and Vancouver had rates of family violence against children and youth below the national average."
